Port KC, in partnership with Banister Transformation Development and NorthPoint Development LLC, is a part of the ongoing redevelopment of the former Bannister Federal Complex into the Blue River Commerce Center. Located at 95th and Troost, this multi-phase industrial development is revitalizing a long-distressed census tract that had no active operations at the time of bond issuance. 

The site required substantial environmental remediation due to its prior federal use. This cleanup was fully completed by the developer before any public financing was issued. Port KC played a critical role in supporting this effort by issuing $140 million in privately backed conduit bonds, enabling the construction of seven Class A speculative industrial buildings, totaling approximately 259,000 square feet of leasable space. The redevelopment also includes the creation of a workforce training center and expanded investments in local transit infrastructure, underscoring the project’s commitment to inclusive economic development. 

Phase One of the project began with the construction of Building 1, a 241,000-square-foot industrial facility at 9311 Troost Avenue. Subsequent phases have continued to build on this momentum, with new buildings being developed throughout the area as demand for flexible, modern industrial space grows. 

As part of Phase Four, Alpha, a plastics product manufacturing company, began leasing space at 1800 E 94th Street. Initially occupying half of the building, Alpha has expansion plans that reflect its long-term commitment to Kansas City. To support this strategic investment, Port KC issued an additional $30 million in privately-backed conduit bonds to help finance the procurement and installation of advanced manufacturing equipment. This issuance also allows Alpha to access important property and sales tax exemptions.
